New California Pipeline Safety Laws

California has enacted three new laws regarding pipeline safety and compliance.  Here are brief summaries of the bills.  Click on the bill number to display the full text.

AB 578

When the federal National Transportation Safety Board (NTSB) submits a safety recommendation letter concerning gas pipeline safety to the commission, this bill would require the commission, within 90 days, to provide the NTSB with a formal written response to each recommendation stating its intent to adopt the recommendations fully, in part, or not at all.

AB 1456

This bill would require the commission to perform an analysis of benchmark data and adopt safety performance metrics for pipeline safety that consider specified principles.

AB 861

This bill focuses on penalties for violations Public Utilities Act and for review and treatment of executive compensation in ratemaking.
